Oleksiy Chernyshov, Minister for Communities and Territories Development of Ukraine, held the second meeting of the Headquarters on the preparation of housing and communal services and the fuel-energy complex for the autumn-winter period of 2022/23.
“I consider any speculations about heating issues for political purposes as a crime against the state. Organization of the heating season is a matter of national security! Every Ukrainian should be warmed up!”, Oleksiy Chernyshov said.
The minister reiterated that the tariffs for heat are not changed. The relevant ministries, NJSC “Naftogaz Ukraine” and the Association of Ukrainian cities jointly prepared a project of the governmental decision on the assignment of special duties on the subjects of the natural gas market.
The first Deputy Minister of Energy of Ukraine, Yuriy Vlasenko, reported on the readiness of his department for the heating season.
“I can calm you down. Our plan makes it possible to say 100% that the citizens of Ukraine will be provided with heat, electricity and gas,” he stated.
Oleksiy Chernyshov in his turn emphasized that local authorities should already insulate buildings and accumulate alternative fuel. He also called on local authorities to provide information about the state and the needs of communal services through the online platform “Uneeds”, managed by Minregion.
“I’m turning to mayors of the cities. There is a special responsibility on you. I hope that our traditional cooperation with the localities will be continuing. Carry out proper information campaigns among the population and adhere to the unified information policy. Involve citizens in the preparation of the heating period. Communicate with them in an adult way. Support them in household thermal modernization,” Oleksiy Chernyshov underlined.
As Oleksandr Slobozhan, executive director of the Association of Ukrainian Cities, noticed, an important component of completing of the heating period is the coordinated work of all departments and branches of government.
“Thanks to coordinated work, the Association’s proposal to prevent the nationalization of thermal utility companies in case of a delay in payment of debt restructuring contracts for natural gas was supported. An important indicator of the effectiveness of the work of the Headquarters was also the decision made regarding a payment mechanism for the consumed natural gas during the next heating season, which is more acceptable for heating and communal energy enterprises,” stated Oleksandr.
The Minister pointed out that not a single region will be left out of attention, and he plans to hold working meetings with representatives of regions and cities, especially those on the front lines and those affected by the hostilities.

Let us remind, earlier Minister Oleksiy Chernyshov said that the Verkhovna Rada of Ukraine adopted draft laws from the first reading, which will introduce a moratorium on price increases in the field of heat supply. This norm will be valid during the period of martial law and six months after its termination. At the same time, economic entities in the field of heat supply will be compensated for the difference in tariffs at the expense of the state budget.
