International cooperation


The Ministry for Communities and Territories Development of Ukraine (Minregion) actively cooperates with the international partners and implements national policies in the following areas: European integration, Euro-Atlantic integration (Ukraine-NATO), international technical assistance, international financial cooperation, bilateral cooperation.

European integration

The Ministry within its competence is responsible for implementation of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand – the basic agreement between Ukraine and the EU.

Following the Action Plan developed by the Government of Ukraine to fulfil the obligations under the Association Agreement between Ukraine and the EU, the Ministry is making numerous activities for further approximation of Ukrainian legislation in sectors of construction, local governance, energy efficiency, housing and municipal economy to European standards.

The Ministry also takes part in the work of bilateral bodies, established under the Association Agreement, namely Cluster 3, Cluster 5 of the Subcommittee on Economic and other Sectoral Cooperation, which in turn is a part of Association Committee – the highest bilateral body of the Association at the expert level.

Euro-Atlantic integration (Ukraine-NATO)

In order to meet NATO`s security and defense standards, the Ministry successfully implements domestic policy of Decentralization, which is a good example of a democratic reform able to reduce tensions in the society by broad involvement of the population into political and economic life of the country.

International technical assistance (ITA)

Minregion is a Beneficiary of more than 20 ITA Projects in such sectors as regional development, local government, energy efficiency, waste management, urban planning, IT, gender equality etc., while around 30% of projects are engaged to successful implementation of Decentralization reform.

Among Development Partners supporting Minregion are: EU, UNDP, Germany, USA, Canada, Swiss, Switzerland, Denmark, Norway, Poland, EIB, EBRD.

“Ulead with Europe” Program, financed by the EU, is one of the leading projects in the sphere of local governance and provide the support to Minregion through the establishment of effective Administrative Service Centers (TSNAPs) in the regions of Ukraine.

Minregion works with ITA Projects within the legal framework of Decree of the Cabinet of Ministers of Ukraine dated 15 February 2002 No. 153 “About creation of a unified system of attraction, usage and monitoring of the international technical assistance”.

International financial cooperation

Minregion implements the following projects with the involvement of funds of international financial organizations:

The World Bank Group Projects:

  1. Second Urban Infrastructure Project

The goal of the Project: to improve the quality and reliability of energy-supply state companies by improving their institutional capacity and investing in the restoration and replacement of damaged systems of water supply, drainage and solid waste treatment.

  1. Ukraine District Heating Energy Efficiency Project (UDHEEP)

The goal of the Project: to help the state companies in the selected cities to improve energy efficiency, reliability and quality of services while reducing their outgoings through a series of institutional improvements and selective investments in the reconstruction and replacement of worn-out district heating systems.

European Investment Bank Projects:

  1. Ukraine Municipal Infrastructure Program:

The goal of the Project: implementation of the infrastructure projects aimed at reconstruction, renovation and / or minimization of infrastructure deterioration in the areas of: district heating, water supply and sewerage, energy efficiency of buildings, outdoor lighting of settlements, household waste management

  1. Ukraine Early Recovery Program:

The goal of the Project: to rebuild small-scale multi-sectoral damaged infrastructure to overcome the consequences of the conflict in eastern Ukraine and meet the needs of internally displaced persons

Bilateral cooperation

In accordance with the Decree of the Cabinet of Ministers of Ukraine dated 17 June 2020 № 503 “On the chairmen of the Ukrainian part of the joint intergovernmental commissions on cooperation issues” the list of joint intergovernmental commissions on cooperation has been approved.  According to it, the Minister for Communities and Territories Development of Ukraine is a chairman of the following commissions:

  • Ukrainian-Austrian Joint Commission on Trade and Economic Relations;
  • Standing Ukrainian-Bavarian Working Commission;
  • Ukrainian-Belgian Joint Commission.
