Guidelines on citizen’s appeals submitted via Internet

In accordance with Article 5 of the Law of Ukraine “On Citizen’s Appeals”, the appeals shall be addressed to the public and local self-government authorities, companies and entities of any type, public or private, associations of citizens and officials whose powers include the issues concerned.  

An appeal may be filed by a single person (individual) or by a group of people (collective).

A verbal appeal shall be stated in course of personal reception or via telephone line of determined contact centers, hot lines and shall be registered by the officials.

A written appeal shall be sent by mail or submitted to relevant authority either in person or by proxy whose authorities are in accordance with the law. A written appeal can also be sent through internet, by means of electronic communication (electronic appeal).

An electronic appeal shall contain surname, name, patronymic, address, substance of the matter, comments, proposals, statements or complaints, requests or claims. An electronic appeal shall also contain an e-mail address, to which an applicant can get a response, or information on any other means of communication with an applicant. The use of digital signature is not required for an electronic appeal.

An appeal that does not correspond to the stated requirements shall be returned to the applicant with respective explanation no later than ten days upon receipt thereof, except for the cases specified by part one of Article 7 of this Law.

An appeal on provision of free legal assistance shall be considered in accordance with the law that regulates the provision of free legal assistance.

How to appeal to the Ministry of Communities and Territories Development of Ukraine.

An electronic appeal completed in accordance with the law shall be considered on work days: Monday – Thursday from 9 a.m. to 6 p.m. and Friday from 9 a.m. to 6.45 p.m.
